What we see on Clinton houses
No town near us is older or tighter. Clinton packs about 15,300 people and 7,101 homes into 5.7 square miles, and 2,605 of its housing units — more than a third — were standing before 1940. The median structure dates to 1955. Put those two together and you get the defining fact of painting here: almost three quarters of Clinton was built before 1980, which is to say before lead paint was banned.
Density changes the job before anything else does. Houses sit close, driveways are short, and there is often no lawn to stand a ladder on. Staging gets planned around the neighbour's property line rather than around the house, and containment matters more than it does on an acre lot, because whatever leaves the surface lands somewhere that belongs to somebody.
Only about half of Clinton's units are single-family, and owner-occupancy runs near fifty-six percent — the lowest of the towns immediately around us except Worcester. A good share of what gets painted here is a two-family or a small block with a landlord on one end of the call and a tenant on the other.
The 1980s added about 940 units, the biggest single decade after the pre-war stock itself, and the 2000s another 478. Those are the houses where the work is ordinary maintenance. Everything older is a prep question first.
What to watch for on a Clinton house
- Downtown, which works unlike anywhere else near here. Clinton has no Chapter 40C district and no Historic District Commission. What it has instead is a 1980 general bylaw covering the blocks bounded by Water, High, Union and Main Streets, under which the Select Board issues a licence before a building is rebuilt, restored, removed or changed in architectural feature. Colour is written into the criteria the Board must weigh. What the bylaw does not say is whether repainting on its own triggers the licence, and we could not establish that from the published text. If your building is in those blocks and you are changing colour, ask the Select Board's office before you buy paint.
- Porches and entry stairs on two-families. These take far more weather and far more feet than any wall on the building, and they fail at the joints long before the siding does. On a rental, they are also the part a tenant notices and a landlord does not see.
- Access. On a 5.7-square-mile town with this many houses in it, the question of where the ladder, the staging and the truck actually go is a real part of planning the job. We look at that on the estimate visit rather than discovering it on the first morning.
- Old wood under many coats. A house built before 1940 has probably been repainted eight or ten times. Sometimes the right answer is a clean prep and two coats; sometimes several layers have to come off first. Which one it is decides the price, so we look before quoting rather than after starting.
Where these numbers come from
- Clinton's downtown design review is not a Chapter 40C historic district: a 1980 general bylaw covering the blocks bounded by Water, High, Union and Main Streets requires a licence from the Select Board before a building is rebuilt, restored, removed or changed in architectural feature, and colour is among the criteria the Board must consider. Town of Clinton Administrative By-Laws, Article XXXVI
- Clinton's Historical Commission, organised in 1977, is an advisory body; the town has no Historic District Commission and no demolition-delay bylaw. Town of Clinton, Historical Commission
- Clinton has no local wetlands bylaw in force: the Conservation Commission works from the state Wetlands Protection Act, requiring a filing within 100 feet of a wetland or 200 feet of a river. Town of Clinton, Conservation Commission
- An estimated 2,605 of Clinton's 6,977 housing units — more than a third — had been built by the end of the 1930s, the largest single age group in town. US Census Bureau, ACS 5-Year Estimates 2020–2024, Table B25034
- The median Clinton typical home dates to 1955, and roughly 72 percent of all units predate 1980. US Census Bureau, ACS 5-Year Estimates 2020–2024, Tables B25035 and B25034
- About half of Clinton's of the stock is houses rather than apartments, and roughly 56 percent of households here own rather than rent. US Census Bureau, ACS 5-Year Estimates 2020–2024, Tables B25024 and B25003
- Clinton covers 5.7 square miles and holds about 15,300 residents, making it the most densely built town in EA Paint's service radius. US Census Bureau, ACS 5-Year Estimates and TIGER land area
- Federal law requires anyone paid to disturb paint on pre-1978 housing to be lead-certified and to work contained — which covers most addresses in a town this old. US Environmental Protection Agency

Lead paint and the age of Clinton housing
Roughly 71% of Clinton's homes predate 1980, so on most jobs here the age of the house decides how the work runs before anything else does. Federal law treats housing built before 1978 as lead-bearing, and disturbing paint in one means contained prep, HEPA extraction and wet methods rather than dry scraping. It is slower and it is not optional. Ask any contractor bidding your job how they intend to handle it — the answer tells you a great deal.
How far Clinton is, and what that means
Clinton is about 6.5 miles from Northborough — about 15–20 minutes out. That is inside the radius the whole company is built around: close enough that the crew starts on time, comes back the next day, and can stop by after the job to look at something. Estimates here are free and there is no minimum.
Why Clinton homeowners hire one company for both
The single most common way an exterior job in Central Mass goes sideways is discovering rot after the staging is up. Then you are calling carpenters, waiting three weeks, paying two mobilization fees and watching the weather window close.
Because EA Paint & Light Carpentry, Inc. is set up for light carpentry as well as painting, that whole detour disappears. The soft sill, the split clapboard, the blown-out corner board — found at the estimate, priced at the estimate, repaired by the same crew that paints it.
One crew, one schedule, one company answering for the result.
